Code Review Process Improvements:

Neutron, like many OpenStack projects, is having trouble ensuring the quality and timeliness of patch review. While more core reviewers are clearly needed, there is also room for improving the effectiveness of the review process. This session is intended to facilitate discussion about possible solutions to common issues.

A short list of problems could include:

* patch velocity (how long it takes for a patch to merge from time of initial submission)
* reviewer engagement (knowing enough about patch intent and how it fits with existing code)
* determining which patches are most in need of reviewer attention can be unnecessary complex
* new patches can languish unreviewed for extended periods
* keeping abreast of review status is harder due to testing comments
